Cache was rotated out of the CS:GO competitive map pool to make room for new maps and updates. It's part of Valve's efforts to keep the game fresh and competitive. Maps come and go in CS:GO to ensure the gameplay stays exciting and to introduce new strategies.

Short answer, Valve likes to mix things up! Cache was removed so the developers could tweak and improve it. Plus, introducing new maps keeps the pro scene and regular play dynamic.
