I don't think so. Maybe it's just the art style or how she's drawn in certain scenes.
Honestly, it does seem like Bulma's chest is larger in Dragon Ball Super. Toriyama and the animators probably made some changes to keep things fresh.
From watching Dragon Ball Super, it seems like Bulma's appearance has changed a bit, including her chest size. Could just be the evolution of the art style.
