100% yes, a solo player can launch a nuke. Did it last week. Lots of grinding and I almost broke my controller in frustration, but man, was it worth it. The sense of achievement is just *chef's kiss*.

Yeah, you can totally launch a nuke solo in Fallout 76. It's not gonna be a walk in the park, though.
