Minerva is Fallout 76's traveling merchant dealing in rare and valuable plans. You'll find her setting up shop at one of the game's faction hubs - Foundation or Fort Atlas - depending on her whims. She's not always available, showing up for her 'Minerva's Big Sale' events that occur periodically. To catch her, keep an eye on the in-game announcements or the community calendars online for her sale dates!

Gotta love Minerva for those sweet deals! Just remember she's a wanderer. One week at Foundation, next time maybe at Fort Atlas. Sometimes it feels like a wild goose chase, but those plans she sells? Worth it.
