Nope, Hit doesn't really go faster than time. He just skips small intervals鈥攎ore like pressing the fast-forward button than breaking the space-time continuum.

As a huge Dragon Ball fan, I can confirm that Hit's Time-Skip technique lets him freeze time for 0.5 seconds. It's a cool ability but doesn't make him faster than time itself.
