Nope, Hit doesn't really go faster than time. He just skips small intervals鈥攎ore like pressing the fast-forward button than breaking the space-time continuum.
As a huge Dragon Ball fan, I can confirm that Hit's Time-Skip technique lets him freeze time for 0.5 seconds. It's a cool ability but doesn't make him faster than time itself.
To be honest, the concept of going 'faster than time' doesn鈥檛 even make sense scientifically. So, no, Hit can't do that.
