Yup! As long as the console is set as the primary PS4/PS5 for the account that purchased the game, other users on the same console can play it too.

Yes, but be sure the console is marked as the primary system for the downloading account.

Personal experience here: I've done this with my siblings. We all share the same PS5 and use different PSN accounts, but play the same games downloaded from my account. Just set the console as primary!
