Short answer: No. Your modded Vita can't access PSN. Sony blocks HENkaku.

Absolutely not. HENkaku means your PSVita is modded, and Sony has measures to block modded devices from PSN. You don't want to risk getting banned!

Tried it myself and got blocked. HENkaku keeps you from logging into PSN.
