From my experience, it's a no-go for transferring saved data between PSN accounts. However, if you're upgrading consoles, just use PS Plus cloud saves or an external drive.
You can't transfer saved data via PSN account to another. It's against Sony's policies.
Unfortunately, you can't transfer saved data directly between two different PSN accounts. But you can use an external storage device or PS Plus cloud storage to move saves between consoles.
