Can I use my Fallout 76 account on PC?

Yep, you totally can! If you've got Fallout 76 on PS4 or Xbox and you're jumping over to PC, you just need to link your Bethesda.net account across the platforms. This way, all your progress and purchases will be waiting for you on PC. Just remember, you gotta buy the game again for PC, 'cause console purchases don’t cross over.

Nope, can't do. Once you buy it for console, that's where your game lives. No switching.

Totally did this when I switched from Xbox to PC. Best decision ever since all my gear and progress were right there when I logged in. Remember to sync your Bethesda.net account, and you're golden!
