Sure thing, Steam gifts can be refunded, but with a twist! The person who bought the gift must be the one to initiate the refund. The gift cannot have been redeemed by the person who received it. If these conditions are met, the purchase goes back to the buyer's original payment method.

Nah, once you send that gift, consider it gone. Steam only refunds gifts if they're untouched, and the buyer does the paperwork.
