Nope, they can't just build whenever they want. You need to be online and in a team with them for that magic to happen. So, no worries about waking up to find your base turned into a clown college while you were offline.

They sure can, and it's awesome! I had my buddies over and we turned my base into a fortress. Just remember, to have them build, you gotta be online and in a team. It's like having a building party, except online and with less mess to clean up afterwards.
