You can't craft fusion cores directly, but you can claim a workshop that generates them! Look for the Poseidon Energy Plant WV-06 – it’s got a Fusion Core Processor you can use to produce fusion cores as long as you keep the workshop defended.

Sorry to break it to ya, but nope, you can't craft fusion cores in Fallout 76. You gotta scavenge for them in the wasteland or find them in power armor chassis. But hey, the hunt is half the fun, right?
