PSN doesn't have a direct gifting feature. Just grab a PSN gift card or use PayPal to send them some funds.

Not directly, but you can buy a PlayStation Store gift card and give that to them. They can then use it to buy whatever game they want!

From experience, I've found the best way is to send a digital gift card. Works perfectly and they get to choose their game!
