Sort of. You can change equipment and accessories, but don't expect to give Rex a whole new hairstyle or outfit from a fashion catalog.
As someone who's sunk over 100 hours into Xenoblade Chronicles 2, I can confirm that while you can't fully change character appearances, you do get some customization in the form of equipment and Blade combinations.
