Unfortunately, you can't directly gift DLC on PSN. But you can buy a PSN gift card and let your friend get the DLC themselves!

Nope, Sony doesn't allow gifting DLC directly. Best bet is a PSN gift card.

From my experience, the easiest way is to purchase a PSN gift card. Then, your friend can buy the DLC they want.
