Nope, you can't "join" all factions like you're thinking. You can interact and do quests for them, sure, but you don't become an actual member of most. You're more like a highly regarded freelancer. So, yes to completing tasks for everyone, but no to official memberships across the board.
Definitely! I've been playing Fallout 76 since launch and have dabbled in every faction there is. It's pretty cool how the game lets you explore each faction's storyline without forcing you to pick sides permanently. Gives you a chance to see the full picture.
