Nope, you can't max out all the perk cards in Fallout 76 cuz you stop getting SPECIAL points after level 50. But you can still earn perk cards after leveling up and through perk card packs. So, you gotta be choosy about which ones you upgrade!

Actually, while you can't max out every single perk because of the SPECIAL points limit, you can collect a ton of perk cards and swap them out to fit your playstyle. It's all about mixing and matching to suit the situation!
