You can absolutely play the single-player campaign of Borderlands 3 without PlayStation Plus! However, for any co-op or multiplayer action, you'll need that PS Plus subscription.

No, you can't play the online multiplayer in Borderlands 3 without PlayStation Plus. Single-player, yes. Multiplayer, no way.

I've been playing Borderlands 3 solo on my PS4 without PS Plus, and it's been a blast! Definitely need PS Plus for online multiplayer though.
