Absolutely, you can refund a preorder on Steam, no sweat! Just go to your Steam account and hit up the "Refund an item" section in the Support area before the game releases. They're pretty chill about it as long as you do it before the game's release date.

Oh yeah, refunding a preorder on Steam is easy peasy. Did it myself once when I changed my mind about a game. Just make sure you do it before the game launches, and Steam will have your back.
