Nope, you can't view your clips on the PS4 app. For clips, you'd need to check directly on your console or have them shared online first.

You can't directly see your clips through the PS4 app, but you can use the PlayStation App to share them after uploading to social media platforms.

From personal experience, I upload my PS4 clips to YouTube and then watch them through the YouTube app. It's a bit roundabout but works well!
