Nope, you can't transfer Fallout 76 from Xbox to PS4. Unfortunately, game purchases and progress, including all the sweet loot and levels you've racked up, are locked to the platform you bought them on. So, you'll need to start fresh if you switch from Xbox to PS4.
Absolutely not, and honestly, why would you want to? Starting over gives you a whole new perspective on the wasteland!
