Yup! You can request a refund for purchases on PSN within 14 days if you haven't downloaded the content yet. Just head to the PlayStation support site and fill out the refund form.

If you bought something on PSN by mistake, you can get your money back within 14 days, as long as you haven't started downloading it. Contact PSN support for help.
