Yes and no. While you specifically need a Dodo Code to visit other players' islands, there's also the Mystery Island Tour option. For that, you use Nook Miles Tickets to travel to random, uninhabited islands. Great for resource gathering and sometimes meeting new villagers!

Nope, not exactly. You can't just hop to a completely random island without a Dodo Code. You gotta have the code from someone else to visit their island. So, it's more like visit-by-invitation rather than stumbling upon a random island adventure.
