Yep, you can totally find Steam gift cards at Walgreens! Just head to the section where they keep all the gift cards (usually near the checkout or in an electronics aisle), and you'll see them hanging out with the other gaming and entertainment cards.

Can confirm, Walgreens does sell Steam cards. Picked one up last week when I was there to buy snacks for a gaming marathon.
