Nope, you lose access to the games if your PS Plus subscription lapses. It's like a gym membership; you gotta stay subscribed!
From my experience, as long as you renew your PS Plus Extra subscription, you retain access to all the games in the library. Once you stop paying, those games disappear from your library, but come back if you subscribe again.
