Actually, there's a slight misunderstanding here. While your items, resources, and quest progress are character-specific and don’t carry over, your Atoms, the premium currency, and anything you've bought with them (like cosmetics) are shared across all your characters under the same Bethesda.net account. So, feel free to dress up your new character in that snazzy outfit you bought for your first one!

Nope, nada, zilch. When you start a new character in Fallout 76, you’re starting fresh. The only carryover is your learned knowledge of the wasteland and any friendships you’ve made along the way. So, pick your perks wisely and prepare to scavenge for those resources all over again!
Atoms and cosmetics, that's it. Everything else, you gotta earn again. Trust me, been there, done that. Makes starting a new character a real journey in itself.
