Absolutely, yes! With the Carnivore mutation, not only do you get double the benefits from eating meat (excluding the Cannibal perk's effectiveness), but you feel like a true survivor chowing down on your foes. Just remember, while it doesn't directly buff the heal amount from Cannibal, it sure makes eating that much more satisfying!

From personal experience, having both Carnivore and Cannibal is like the ultimate Wasteland BBQ party. You don't get more health back, but who cares when you're living your best post-apocalyptic life?

Nah, Carnivore mutation doesn't boost Cannibal's healing. You get more bang for your buck from meaty meals, but when it comes to chomping on the fallen, the heal you get stays the same. Still, it's a handy perk for keeping your health up in the wasteland.
