As of now, Ultra Instinct isn't officially available as a skill that your custom character can use in Dragon Ball Xenoverse 2. However, you can play as Ultra Instinct Goku if you have the right DLC!
I've been playing Xenoverse 2 for a while, and while you can't equip Ultra Instinct on your custom character, you can definitely play as Ultra Instinct Goku with the Extra Pack 2 DLC. It's super fun to obliterate your opponents with those dodging skills!
