Nope, luck doesn't matter for legendary drops. It's all random. You can have a Luck stat of 1 or 15, and it won't make a difference. Just keep grinding, and you'll get your loot eventually.
From my experience, having a high Luck stat seems to give me better loot overall, not just with legendaries. It feels like I run into rare items more often compared to my buddy who doesn't invest in Luck at all. Could be just RNG, but I'm not taking any chances!
