PlayStation Plus benefits can extend to all user accounts on the same console if the primary account has an active PS Plus subscription. Just make sure the main subscriber sets their account as the primary one on the console.

Nope, it only applies to the primary account unless it's set as the primary PS4/PS5. Then everyone on the console can access it.
