Only for online features! You can still play Rock Band Rivals offline without PSN, but you'll miss out on the Rivals Mode and online multiplayer.

Yes, you need a PlayStation Network (PSN) account to take full advantage of Rock Band Rivals, especially for online multiplayer and accessing Rivals Mode.
