Nope, Tenderizer perk doesn't stack in Fallout 76. It's more of a one-and-done deal. You apply the perk, and you get the bonus damage to your enemies for 10 seconds after you hit them. So, hitting the same enemy more just refreshes the duration, not the damage increase.
