Short answer: No. Longer answer: Still no. The Pip-Boy app was a cool companion for Fallout 4, but sadly, it doesn't sync up with Fallout 76. A bummer, I know!

Actually, no. Fallout 76 doesn't support the Pip-Boy app, which is kinda disappointing. Would've been awesome to manage gear on my phone while fighting mutants in Appalachia.

Nope, the Pip-Boy app doesn't connect with Fallout 76. It was designed for Fallout 4, so you'll need to manage your inventory and data the old-fashioned way in 76, right through the in-game interface.
