Nope, it doesn't have to be fully on, just in Rest Mode with Remote Play enabled.

Believe me, I use Remote Play all the time. Your PS5 just needs to be in Rest Mode, so go ahead and set that up!

Yes, the PS5 needs to be in Rest Mode (not completely off) for Remote Play to work. Make sure your console is set to enter Rest Mode instead of turning off completely.
