No, it doesn't. It's a sleep mode, not a download mode. When it's asleep, let it rest!
Absolutely, it does. Left mine in sleep mode overnight and woke up to a fully downloaded game ready to play. It's pretty neat not having to wait around for downloads.
Mine seemed to pause downloads in sleep mode initially, but a quick settings tweak fixed that right up. Make sure to check your download settings!
