Definitely an SSD! XCOM 2 has some pretty long load times, and an SSD can speed those up significantly. You'll get into your missions faster and experience less stuttering during gameplay. Trust me, it'll make a huge difference!
I've played XCOM 2 on both. On an SSD, it loads faster and performs more smoothly, especially during cutscenes and large battles. Totally worth it.
