Two Shot in FO76 is like ordering a double cheeseburger and getting an extra patty for free. You shoot once, but get two bullets for the price of one. Only the first bullet gets the mods' bonuses though, so it’s not a total free-for-all.
Actually, Two Shot isn't all it's cracked up to be. The accuracy penalty can be a real pain, especially from a distance. Sure, you get two bullets, but if neither hits, what's the point? Sometimes, more isn't always better.
