First, you need to make sure you've unlocked the Resistance Comms facility. Then, head into the geoscape, select a region, and choose to build a relay there. Remember, relays boost income and expand contact range, so place them strategically!

You build radio relays by selecting a region on the geoscape and using supplies to construct the relay. Make sure you have resistance contacts available!
