Honestly, just wait. Villagers will show up eventually, especially if you have open spaces. No need to rush and spend all those Nook Miles.

To get more villagers in Animal Crossing, you gotta start by setting up plots of land for them to move into. After that, visit mystery islands with Nook Miles Tickets, and you'll find various animals ready to be invited to your island. Another way is to hang out at your campsite; occasionally, visitors will show up there, and you can convince them to stay. If you've got Animal Crossing amiibo cards, you can also use those to invite specific villagers to your island.

Sometimes, talking to your villagers when they have that thought bubble over their heads can lead to them moving out, making room for new villagers. It's a bit sad but a sure way to get the turnover going.
