Haha, it's probably because the Wasteland decided your shotgun had enough. Kidding! You likely need more materials or a higher skill level. Make sure you loot everything - those screws and adhesive are like gold.

You might not be able to repair your shotgun because you're short on materials or maybe you haven't unlocked the necessary perk yet. Check your crafting station and make sure you got all the materials required. Also, the Gunsmith perk under Intelligence can be super handy for repairing!
