To build the Children's Store in Sims FreePlay, reach level 8 and complete the 'Two and a Half Sims' quest. After that, you can build it in SimTown.

First, hit level 8 and finish the 'Two and a Half Sims' quest. Then, find the empty lot in SimTown and tap on it to start building the Children's Store.

Just get through the Mysterious Island quest, then locate the Children's Store on the Town Map. Have enough Simoleons on you!

You need to finish the 'Mysterious Island' quest first. After that, go to the Town Map and find the Children's Store. Make sure you have enough Simoleons to build it.
