Personal experience here: Always make sure you have enough Simoleons before adding more Sims! Build houses and then tap 'Add Sim' to expand your virtual fam.
You gotta construct a new dwelling! Once you've done that, there's an 'Add Sim' button that'll let you bring new folks into your world.
To add people in Sims FreePlay, you'll need to build more houses! Tap the Sim icon and choose 'Add Sim' to introduce new characters to your town. Happy Sim-ing!
