Head to [Settings] > [System] > [Language] on your PlayStation console, and change the language there. Your PSN should follow suit!

Tbh, changing the system language usually does the trick for the PSN language too.

You can also change it through your PlayStation Network account on the web. Log in, go to Account Settings, and update your preferred language.

I've done this before! Just changed my console language in the settings, and my PSN language updated automatically. Super easy!
