To get a shelter in Fallout 76, you first need to complete the 'Home Expansion' quest. You get this quest by visiting any Train Station Bulletin Board. After completing the quest, you'll unlock the ability to build your own instance of a C.A.M.P. Shelter. You can then find shelters in your C.A.M.P. build menu under the 'Shelters' tab to start making your very own underground space!

Quick tip: Just do the 'Home Expansion' quest from a Train Station notice board to unlock shelters. Then pop open your C.A.M.P. menu and start building. Easy peasy.

Tbh, shelters seem cool but don't add much to the game. I'd focus on exploring and quests first.
