First, make sure your Sims are romantic partners with a high relationship status. Then, buy the two-star 'Engagement Ring' from the Home Store. Propose and, if accepted, voila—you're engaged!

Increase your Sims' romantic relationship to the 'Partner' level, then click on the partner and choose the 'Propose Marriage' option. Don't forget the ring!
