You can unlock Kaioken by completing the 'Saiyan Saga: Attack of the Saiyans' Parallel Quest (PQ 08). Beat it and there's a chance to get the skill as a reward!

From personal experience, I'd say get ready for some grinding. Beat 'Attack of the Saiyans' (PQ 08) multiple times. It took me about 5 tries.
