Easiest way? Server hop at Watoga until you find Vendor Bot Phoenix selling those T-45 plans you're after. Could take a few tries, but patience is a virtue in the wasteland!

Honestly? Just join a decent team and do high-level events. Plans drop more often than you'd think. Plus, it's way more fun than playing vendor roulette.
