Manual updates: right-click XCOM 2 in your library, go to Properties, then Updates, and make sure automatic updates are enabled.

Set Steam to offline mode, then back to online. It might trigger the update.

Steam usually updates your games automatically. Just make sure XCOM 2 is set to auto-update in your library settings!
