To get to avatar locations in XCOM 2, you need to complete the story missions that unlock regional contacts on the map. Then, use the Avenger to scan those regions until you uncover the Avatar Project sites—then, gear up and deploy your squad!

You gotta build Resistance Comms and make contact with new regions. Then fly the Avenger to those places to find the Avatar Project bases.
