Simpler answer: Just do the 'Miner Miracles' quest at Garrahan Mining HQ. You need to be level 25+. Get the plans, gather materials, and craft it. For higher level upgrades, level up more.

To upgrade your Excavator Armor in Fallout 76, you gotta hit level 25 first. Once there, mosey on down to the Garrahan Mining HQ. Dive into the terminal there and you'll start the 'Miner Miracles' quest. Finish this quest and you'll snag the plans for the Excavator Power Armor. After that, it's just a matter of gathering all the materials you need. Don't forget, if you wanna upgrade it further, you're gonna need to level up more - there are versions at levels 25, 35, and 45. Happy crafting!
